http_ratelimit ruleset quota shows 0 and blocks all edits/creates

we are getting error that: you has an existing rule deployed, but we cannot create or edit any rate limiting rules anymore.
All API attempts fail with error 50001: exceeded the maximum number of rules in the phase http_ratelimit: 2 out of 0.
we have 2 rules quota rate limit , somehow its syaing 0/2 left even though we only have use 1.
