How do I install a program that are not in the bazaar?

Well i am getting crazy right now and many times before trying to do this.. I am new, but how do I install stuff that are not in the damn Bazaar? I trying to install "Stoat" for Linux. I have downloaded the files for Linux from the site. And then what? 
I have searched google and nothing explains it so you understand. "Bazzite like to use packages." What package? Where do you find them? How do you install them? What program to use? How does the program work? I like this just to work. And how do you even install stuff from Github? That is a big mystery of it's own..

make an arch container of any kind
upgrade container
open terminal
go back to distroshelf, export Stoat to your apps
