Desktop freezes/stutters every 8-10 seconds

Hello all, I'm new to Linux troubleshooting. I've had this issue for a few weeks now. Every 8-10 seconds I get a full OS stutter, regardless of application. I've recently replaced my Mobo, CPU, and Memory and the issue persists.
I have found when running Furmark that my GPU will drop from 100% usage to 0% in that stutter window, and the nvidia settings shows a spike in power draw in that window as well. I've Rebased to nvidia-stable using the tool. Here is my hardware:
Intel(R) Core(TM) i5-14600K (20) @ 5.30 GHz
NVIDIA GeForce RTX 3070 [Discrete]
Intel UHD Graphics 770 @ 1.55 GHz [Integrated]
Crucial DDR5 32GB 2x16 6200MHz
