High load/unresponsive and /config not loading after fresh install of RC4

Just put a fresh image on a new SD card. Only thing I did different was to copy the ratos_wpa_supplicant file from my old sd card to the new one. It appears to connect to the Wifi just fine but pings to the expected IP are all over the place sometimes even timing out.
ssh to it and the terminal is laggy (as you would expect with the ping times I'm seeing) and load is nearly 4 but there is nothing showing with High CPU or IO wait in top. Very puzzled.

Solution
put the stuff from my old sd card in /boot/config.txt and things are looking better ... something on the screen and the load doesn't appear to be climbing
