Laptop steam games have fps struggles

I am noobier than the other linux/bazzite noobs. Did what research i could to solve my issues but no dice.
The problem showed up one day, I play war thunder mainly and thought it was just this game but nope every game i have on steam now fluctuates fps levels. If I sit on a game menu or lobby it will smooth out some, but moving the screen around or joining a game wrecks the performance.
I have tried:
1. ujust update
2. rollback to previous versions
3. steam options > allow background processing of vulkan shaders
steam options > enable gpu accelerated rendering in web views
steam options > enable hardware video decoding
4. sledge hammer to my hand to keep me motivated
5. coffee break
6. ask bazzite discord for help
