Android: unable to correctly see HEIC inages

It's a problem I have since a lot of months but I decided to dig more today.
My girlfriend has an iPhone and sometimes I ask her to send me some photos in original quality and they are obviously HEIC files.
The problem is that (and it happens with all her photos) I can't open them correctly.
If I open an HEIC file it initially loads correctly but immediately after that (1 sec more or less) it loads a lower quality and I am unable to pinch to zoom.
If I try to pinch to zoom immediately after opening it (before the 1 sec mentioned earlier) the viewer becomes unresponsive.
I attached the image before the 1 sec load, after 1 sec and what happens if I try to zoom before the 1 sec. If you need, I can send you privately a zip file containing the scren recording and the original file or more then one file affected by this.
