gpu upgrade ruined my system

Gentlemen, please help me before I lose my mind and give myself a lobotomy. Sorry for the length of this post but I’ve been having this issue for months and absolutely nothing I do helps I want to include as much info as possible.
System:
Rog strix b550-f
Ryzen 9 5900x
32gb ddr4 @ 3200mhz
Rtx 5070
1000w psu
Samsung 990
Basically, I had a 3090 before. I upgraded my gpu and now my system runs like absolute shit. In arc raiders I can’t hit my frame target in the main menu, in game with utilization of 50% on cpu and 60% gpu, still not hitting my frame target. 1% lows as bad as 6fps. My frame graph looks like MT. Chiliad. steam overlay shows constant red dips in the shape of a “V”. This persists across windows 11 and cacheyos.
I’ve tried literally every bios setting Reddit, discord and Gemini have offered with 0 results.
Gemini seems to think I need a full system upgrade for my mb cpu and ram. I feel like that’s probably it, but it’s also the worst time in human history for that to be the case. Userbench says my cpu isn’t shit. I just really don’t understand what’s going on. I’ve spent so much time and money trying make this POS work even slightly well and I’m just failing every day. It’s massively effecting my psyche. Please help me.
Rebar is on, precision boost overdrive is on, docp is on, c states are disabled, bios is latest version, power draw is set to typical current idle.
Note I’ve tested with all these tweaks and resetting to factory defaults with basically no change.
