fix graphics high valorant

Can you tell me how to fix the Valorant graphics error being locked at high? I pressed the low graphics button but it was still locked at high graphics and couldn't be lowered (I tried resetting the game and deleting and reloading the game).

Closest server went from 14 ping to 45

My closest server is Illi and i used to get 14 ping I changed my internet provider (same speed everything) but im getting 45 ping now
