I guess you're using Windows 11, what means you have to activate TPM 2.0, and Secure Boot inside your Bios.
TPM 2.0 is mostly active automatically, so you will only have to turn on Secure Boot.
Depending on the manufacturer of your device, this may require you to press the F2, F8, F12 or Delete keys during the startup process. This will open your BIOS. Once in your UEFI/BIOS, under the "Security" category, you can change the Secure Boot configuration.
