refund upgraded weapon

@m2samurai @jamal.1 @zengroot you can refund upgraded skins but it may not work with one ticket always it may require more than one but it is possible to refund upgraded skins. My friends have refunded their fully upgraded ion sheriff, rgx blade, u just have to write your description properly.

Yes u can refund your items if their upgraded but they might give you a 1 time exception so depends on what u write
