I’ve seen this bot in a few servers, but I can never find it myself

That doesn't look like a legit bot - usually bots have an 'Add to Server' button in their profile, and they don't have the option to message, call or video call.

I'd say it is a legit bot, only applications created in the Discord dev portal can get a "bot" badge, the Add To Server button is optional and the voice/video buttons show up on mobile. I had a quick search on Google and GitHub but couldn't find anything related to a Discord bot. Maybe just ask the owners/staff of the servers where you've seen it?
