Well, I'm trying to create it on an NVIDIA chip, not Intel
Plus, even the CPU is pretty recent, so should support it

If I don't call it, device creation goes fine
Is it because the debug layer is missing on the host system?

Seems like calling that function isn't working, not sure why
Like, it goes through, but causes the createdevice error mentioned above
Even if I force it on through dxcpl, same thing

Okay, figured it out
EnableDebugLayer must be called before creating the DXGI factory, otherwise CreateDevice will fail with DXGI_ERROR_DEVICE_RESET (0x887a0007)
Somehow I overlooked that part, now everything works as intended

May I suggest deprecating Silk's Matrix4X4 and replacing it with some other name? It is very easy to mistakenly use Silk's 4x4 instead of Numeric's if you don't watch what the auto-complete is doing
