when creating a custom API key i see the option D1 in the 'Permissions: Account' section, Is this meant to be there right now? I'm asking because I cant seem to find any documentation or any single word about connecting to the database or interacting with the database with the "https://api.cloudflare.com/client/v4/" method

IIRC, there is an undocumented API route for interacting with D1, but I wouldn’t recommend using it to connect to a DB until it becomes stabled(if it does).

Effectively immeasurable: certainly for the array size here. D1's (SQLite's) JSON functions are very fast.
