Are you talking about how some Resolvers, like Cloudflare's 1.1.1.1, don't send along EDNS Client Subnet (ECS)?
If so, there's an explanation here: https://developers.cloudflare.com/1.1.1.1/faq/#does-1.1.1.1-send-edns-client-subnet-header, but there's no way to change that. It's a decision they made for privacy

The fact you're seeing slowness from multiple Cloudflare DCs to me implies it is not a Cloudflare issue, but either the connection between you and Cloudflare, or Cloudflare and your origin

It's possible that Internet Service Providers in Russia are blocking things - we've seen a couple of reports of that recently. There's not much Cloudflare can do, unfortunately.
