They have been bringing it every 3rd RP for a while. And now it hasn't come again for past 2 RP,so you can expect it to be available in next RP reedem. This is just my guess and a possibility based on the previous availablity of the item.

Not every user, but only those who spent 2.400, 9.000, 18.000 etc. If you spend 36k you will get this bonus of 1.5k event tokens
