Jlike maybe rpm-ostree should do the sigstore thing so that it checks the image first or whatever, or find some other way to "bootstrap" onto another signed image
KAny reason we're recommend rebasing to an unsigned image vs downloading the signing rpm and rebasing straight onto a signed image?
