yea that's not going to work, for two reasons:
That's not how you use regex with expression in the ruleset engine, you would need to use regex_replace: https://developers.cloudflare.com/ruleset-engine/rules-language/functions/
Even if you do use regex_replace, you'd need Business or Enterprise tier, looks like you are on free

I think you could do it in a page rule with its wildcards though, something like:
example.com/*/*/*.htmexample.com/*/*/*.htm
dest url:
/$1/$2/$1/$2

you might want to be a bit careful though, if you have any other page on your website that uses the .htm extension on the third level, this would strip that level of path

I assumed /category/news-title were both things that could change, if it's always /category/, you could use
example.com/category/*/*.htmexample.com/category/*/*.htm and dest. url /category/$1/category/$1
Otherwise you'd need both to be wildcard

You could always aim the tunnel at nginx and have it reverse proxy your real app if it's easier, nginx probably wouldn't be more then a few ms of latency
