What are you doing that you want compat with workerd and other runtimes? I dont think picking a framework solely for compat with the most runtimes is the best option and just use whatever works for the runtime you actually use

PHP isn't supported on Workers or Pages Functions, they only run JavaScript and WebAssembly.

Even if you can, I really recommend you don’t in the majority of the situations. Instead, loop through your “to” list and send them individually.

Having a missing “to” field is gonna get you marked as spam often. Don’t use bcc if possible.
