I don’t know that there’s an unambiguous answer. But for places like The Symphony and The Opera, that’s usually how it works. All staff wear black tie; the attendees, not so much.

I think that throwing a BTO party and not showing up in BT is strange, but then, there is a difference between you personally having organized it, you being the big boss, or you just being one guy. In the first two cases I think it's a lot more important than in the last.
It should only be mandatory for staff if the org are gonna pay rental/purchase costs for those who don't have it.
Nominally, I agree with you about paying for rentals. This is for a job in University Advancement, and the VP is trying to steer the department toward a more outwardly polished presentation — the most striking example being that they’re hiring an etiquette coach to run courses for the people-facing folks so they stop embarrassing themselves at rich people’s events. I personally believe that if you take a job in fundraising, you should own your own tuxedo.
So maybe we don’t make it mandatory, but let people know that in the future, this is the standard we’re operating under
I am the bottom of the barrel in the org (I’m literally getting demoted from part-timer in the middle of the pack to full-timer at the bottom), so it was never my call. BUT! The VP saw me in ties and jackets every day and decided that he wants the rest of the department to follow suit, so in a way I’m responsible for the change in direction.

He just saw me in a jacket and tie and said, “Oh yeah. I guess that now that we’re back in the office, we should start dressing the part again.”
After that, he’s been in suits every day
