How does Italian smart casual style differ from that in the US?
In the US, standard smart casual wear includes OCBDs with pressed cotton trousers and loafers, sometimes with a sports coat. Is it similar in Italy, or do they have alternatives?

More linen and chambray. Dress shirts worn without ties/jackets. Softer tailoring. Less sack cuts. Fewer nitpicky rules about formality. Tassel/bit/venetian loafers over penny loafers.
Probably a better answer is look at pitti uomo photos.
Take a peek at Slowear’s offerings, Boglioli, Lardini, etc.
Chambray is popular in Italy?
I wouldn't say popular, but in my experience you'll see people wearing it for smart casual attire much more widely than it seems to be worn in the US.
