lag spikes out of NOWHERE!!!!! (only in valorant btw)

it started like a week ago when i didnt change anything like .. rubberbanding, shooting twice, general lag every 20-60 or so seconds (?) it displays as 1% packet loss or sometimes no packet loss at all just ping spike. weird thing is ever since i upgraded from wifi 5 dongle to wifi 6 on mobo i stopped rubberbanding at ALL w packet loss but now its back for some reason. i can literally use up my bandwidth by downloading some game on steam, get constant 5-6% packet loss rn and it feels like nothing but the 1% spikes r eating me up. my ping also went up from a stable 14 to lowest being 15 and its unstable asf cus it keeps going up to 18-25

ive tried everything.

fresh installation of windows
reinstalling val
closing all background applications
youtube/reddit guides. all of them.

my pc is not bad !!! i cap my frames to 400 (200hz) and my cpu/gpu both have not exceeded 65 degrees after hours of valo (7600x, 7800xt, ddr5 5600mhz cl32 ram). feels more like an issue on riots end rather than mine.
