I would like to know if there is a possibility to assign administrator permissions to a user added to my project on Railway. I would appreciate any information or guidance you can provide on this matter.

on the hobby plan, no, all users on a project can only be editors or viewers.
for your use case you would want to be on a pro team where you can grant a member of the team the admin role...
