BDo you mean access the QAM (quick access menu that opens on the right hand side of the screen), if so, on gaming mode press PS button and X button together
BFrom there you can access decky loader plugins etc but only in gaming mode or steam big picture

BYeah that combo would let you access that area. If you're ever using a keyboard, it's ctrl+2

BFor Cemu specifically, i have been comparing Proton version vs Appimage vs flatpak for the current 2.0.63 build. I found Proton version with emudeck works great and is stable. If you need better battery optimisation you can try the appimage or flatpak versions but i found appimage crashed with Smash 4. For me, Flatpak has been the best for battery + performance but required adding to steam and setting up controllers/gyro through there
