I had similar performance with the 6.6 kernel compared to neptune-61 with amd_pstate disabled

usually its either power, cpu or gpu, and if you manage to balance that, and the components are high end enough you might end up getting bottlenecked by the disk or pcie speeds depending on the task

Had that happen just once yesterday. Thought it was because I was streaming with Sunshine. Soon as I stopped the stream and opened my laptop again, everything was fine again
