I checked in Network tab, you are right, it's the browser adding that HTML around the response.
Not sure what it needs to detect in the response to not add it (doctype? valid html didn't seem to do it...)...but will not pursue this path right now.

1.. Using "URI Path" could be a better choice here.

For "URI Full", you need to have "https://https://" in front of that example.comexample.com, exactly as it shows it says in the example below the input field.
I'm under the impression that you CANNOT do asterisk/wildcards, and that the trailing "**" therefore is useless, and that the "URI Full" will never be functional, according to your example.
"does not equal" would, considering the two ones above, require an exact match. Perhaps you also need to change "does not equal" to e.g. "does not start with".

It depends on what and how much you eventually require below "/api//api/" though.

But I would personally try something like "URI Path", "does not start with" and "/api//api/", instead of the "URI Full", according to your screenshot, assuming that you with the Configuration Rule is looking to exclude "/api//api/" from the normal effect of the given Configuration Rule.

On the other hand, if that specific Configuration Rule is meant to be the Configuration Rule that has the effect for "/api//api/" (e.g. the opposite way around), you would need to use "starts with" instead of "does not start with".
