HIm at work so i cant help debug much of this but try running
rpm-ostree upgrade and rpm-ostree status as the image does not give much details (plus i have not seen rpm-ostree error with "no packages in transaction" before)

Hno idea why you get that error but could you maybe rebase to the signed image?
maybe it will fix the error too if we are lucky since the rpm-ostree status does not show anything else that stands out to me

rpm-ostree cancel and then try rpm-ostree updatemaybe i should install bazzite again from fresh
Hyeah if nobody else have any thoughts here i would try that too
