yes - via the API they create a new D1 db and update their Worker bindings for each new db. The UX is currently very rough.

Is 500rps roughly the upper limit for queries via api? Or via worker binding? Or is there no real difference?

we're bound by durable objects' RPS limit, the API gateway has a separate rate limit

treat the limits like an engineering challenge and you can do some powerful stuff extremely cheaply (imo)
