Klibraries may be there but they're inert without that ICD to load them

Dalso doing ujust toggle-nvk on an nvidia image causes both ostree 0 and 1 to become unbootable for some reason (fixable by changing kernel parameters) but the fact that this affects the previous deployment is pretty bad. it should probably be disabled on nvidia images or require additional confirmation in the meantime

Dwell i can attest to the fact that going from nvidia to generic definitely does not work because the nvidia image blacklists nouveau in the grub kernel parameters
