You technically can already with the API (though not recommended to use). Recommended is to create a worker proxy.

Afaik there's not any plans for "outside of workers" beyond what you can do today.

I would just note that D1 really isn’t meant to be accessed that way, and thus I doubt it will every be very performant

D1 is built on Durable Objects - it's easy for us to support millions of databases and load them across the world quickly. Big databases, less so
