Gotcha. The last person I reached out to at customer support over at DreamHost said it looks good on their end. It's a Let's Encrypt Cert. It shows that it is active from my dashboard.

If you wanted to make it obvious to support/easier to debug, you can go to the overview of your website in Cloudflare, and on the right side pause cloudflare under advanced actions. Pausing Cloudflare serves all records as DNS-only and it gets Cloudflare out of the way.
Then you'd just have
User -> Origin SSL -> Origin

I would, if you want it to get fixed, makes it way easier if support can clearly see its broken. Otherwise 99.99% they blame Cloudflare/don't care to understand how cdns work

FYI my A records were out of date on cloudflare after a server upgrade on dreamhost changed the a records. So they weren't matching. They are now so everything looks good. Thanks for the people who helped me. Now I know what to do if it happens again.
