Fixed this with

rpm-ostree kargs --delete-if-present=rd.driver.blacklist=nouveau --delete-if-present=modprobe.blacklist=nouveau --delete-if-present=nvidia-drm.modeset=1 --reboot

it only rotates the first output which would always be the internal display, they need to add checks and only call it on devices that need it
