I've tried both Ventoy and a regular flash on an SD Card with a USB reader (I can't find a spare flash drive lol) but I get the same error on both.
GYour best bet is to try a spare flash drive and flash with a different tool like Fedora Media Writer. Ventoy is unsupported and SD card booting is finicky at best

NOK, usually when I've seen that stage2 error in my VM testing was when the memory on the VM was only 4GB.
