closest would be a custom image because everything is stored in the user profile
alternative is setting it up the way you want to deliver it
set a generic password for the user which you then give them
dont sign into steam (but at least launch it once)

just don't login with steam, and when you reboot into game mode, it'll prompt steam login

I deleted ~/.local, ~/.steam and ~/.config and the audio switches to speakers when headphones are unplugged but that _ bug is still there. The biggest mystery is why does it boot fine sometimes and fails other times?
