is there a way to sidestep npm automatically installing my node modules as part of a deployment run? i need to use v1 (for java) and v1 doesn't have pnpm, so i am attempting to install it before running my build but npm seems to automatically install my node modules before my build commands have a chance to run

That might be the issue. IIRC SvelteKit doesn't support fully-static builds. If your projects are entirely static, I would probably look into using something like https://astro.build
