KThe way this initial setup works is it should built initramfs & kargs , which is an rpm-ostree action -- and then reboot
KIt seems it's finishing and then failing to reboot, and this started around 550 Nvidia drivers for some users
KBe good to get confirmation it still happens if the first boot script is skipped
KCan be done by disabling the service in TTY
