No. Even though they have Cloudflare compatibility, they still have a lot of differences with Cloudflare (support for different node modules, different runtime, other smaller differences) so Wrangler is still going to be a more accurate representation of the Cloudflare Workers runtime running in production.

yea.. only some CF Locations are WARP enabled. For example, I'm in Upstate NY and pretty much everything I connect to goes to Chicago (ORD) or New York (EWR) (both WARP enabled), including Google/Cloudflare. So enabling WARP doesn't really touch latency to Google/etc and sometimes helps latency to some external sites (since CF Routing). However, you're going over the underwater cables and there is probably Google/etc DC's within your country.
That's a more complex question In a general sense, ZT runs everywhere on all edges. CF Access does, etc. Tunnels only connect to a subset of PoPs though
