Afrom my experience downloaded layers stay there
CMost of it is saved, yeah
CUpdates are chunked into layers, and downloaded layers have their own checksums iirc
CThe last layer is big because it has all the stuff too small and random for their own layers

KI used GNOME on a rolling release b4 and all my extensions stopped working on GNOME 46 . . . I was so mad that I switched to KDE . . . then I encountered numerous visual glitches n bugs in KDE . . . I said f it ... and now I'm on Bazzite xD

QI think even just turning the controller on and it auto-pairing is unlocking it too

KI hate to say it but you might want to open an issue with GNOME's bug tracker

LYeah, everytime GNOME updates the extensions struggle to keep up. Most distros release it quickly but smart distros WAIT for the extensions to catch up.
CDistros release Gnome on a schedule because Gnome releases on a schedule
