Ebut shouldnt steam just ignore a controller when steam input uses it
Ecause with my pc handhelds ive never had any issue like this

Axbox controllers are usually not enabled for steam input by default
Adualsense controllers are depending on the game
PFound the answer under Steam compatibility, I need to look harder 
Awhen steam input is not enabled you get that

Aif steam input was enabled you'd be getting double input

Ebazzite now defaults to the wrong audio device
Acant help with that, all i can tell you is you can disable steam from changing the device

Ewell i guess ill update the 8bitdo firmware (need to go through all of them anyway) and see if i can get dinput to work on the Ultimate 2.4G
