RIt's not IME.
RIf I have to guess it's usually peripherals sucking up interrupts and momentarily overloading the CPU.
RI have the same issue on my Deck.
RLuckily after a couple of seconds it usually goes away.

RIt usually happens when wireless is reconnecting, so it might be a Realtek issue.
RI had found a report in the past with people that complained about interrupt spikes from that driver in bugzilla.
