for the icons the issue is 100% in the user folder and might be a broken icon theme
if they cant figure it out the least destructive thing they can do is make a new admin user, log in to that use rand transfer their stuff (but not 
.config
, 
.cache
 or 
.local
 to their new user) and then at a later point remove the old user (the alternative is a reinstall)

for the pins, they can either rebase to an older image and back to stable and that might fix the pinning and give them back 
ostree:1
 but not sure since i have not seen anyone remove that before
