Steam Client Process Won't Start Using the Dedicated GPU

KHi everyone, I'll start with my machine specs and setup. Laptop is a Gigabyte Aero 14 from 2017. It has both an integrated GPU and a dedicated NVIDIA GTX 1060 GPU. The rpm-ostree status is:

Is there a way to get the steam client process to launch using the dedicated GPU? Would using the dGPU solve the laggy big picture mode issue?
KI have tested with Portal 2, and I can verify that the game is running using the dGPU with

KI see that the steam client is using the intel integrated gpu, using 'intel_gpu_top'
KIs there a way to force it to use the nvidia gpu?
