WfP is to allow your customers/users to create their own workers. Those user workers are mostly for extending the capabilities of your platform or hosting the user's custom scripts.
For file storage you would use #r2.
If your customers operate on the R2 bucket directly (like via a WfP user worker) it's recommended to create a bucket for each, otherwise use 1 bucket with a folder for each customer.
