So basically my laptop is TRASH, and sometimes it takes longer for me to load in than the agent select time, and then I get punished for "dodging" while it's not my fault. Can I or a riot dev do something about this?

If you dont have important file you can optimize your pc. It will most likely redownload windows to delete anything unimportant and optimize all settings for the best performance. U can either buy good ones or find some free ones online which are not as good but still usefull
