Podman only started supporting in like 4.9.6 or something like that.
We build with GitHub runners which are currently stuck with 3.6 something on 22.04. Even the newer 24.04 is still using too old of a podman version

MI'm using the heredoc in ublue-os/toolboxes but I had to switch to building with docker to support that
