Munsure, it would mean only one file to manage and everything is being declared in the matrix section.
Bi made the split across multiple repos because often there seem to be release (39 vs 40) specific issues which require rebuilds and when that happens it saves on a chunk of builders
Bi could be convinced with arguments to change it back, but saving on one builder doesn't seem like the winning argument 
Myeah, i think its better to do the split given how big the resulting matrix ends up being and we would only have to rebuild only one major version at a time
Byeah, that was the motivation for the split, i was looking for a logical split such that rebuilds could be done in smaller chunks
