Myep, reading your db in the dash counts as reads
Mmany reasons, not just one - new dbs run requests about 40x faster to start with
Malso we recently optimised backups for alpha, so if before your DB was too large to backup (a common bug in alpha dbs), you should be able to manually create a backup and see it show up in your list of backups for download
HOne that I can think of is using the REST API (https://developers.cloudflare.com/api/operations/cloudflare-d1-create-database). But this would not performant. Another approach is to deploy a Worker and use it as a proxy
