1Its not an actual error, your server is lagging a lot so a spark report will help find the cause of the lag

1I think it might be due to extremly large worldedit selections. There's an option in the worldedit config to limit the size of selections, I would set that option.
Pbut even when there is no one on, its just constant "is the server behind?"
