WARP/Zero Trust uses the CDN ip as Entrance Nodes.

Advantages of using CDN No country will block CDN

China, Iran, and some other heavily censored countries have blocked the following ip ranges.
162.159.192.0/24
162.159.0.0/16
188.114.96.0/22

WARP isn't designed to get around censorship/blocks. Cloudflare complies with local governments and such an idea would likely just get their main service blocked which they also wouldn't like. If this is intended to be a suggestion this isn't the place for them, could try the community forums https://community.cloudflare.com/c/feedback/feature-request/30 or send feedback via the app

You'll also need to provide bridges, like Tor's Snowflake.
There's gonna be a lot of entry points that can be used.
