Hotend temp and power osscilating even after pid tune

I recently upgraded to the ratrig toolhead 1.0 on my vcore 3.1 and I PID tuned my hotend at 55% fan speed (I print at 50 normally and 60 for bridges), 215 degrees, and with filament inside. during print the temperature oscillates +- 1 degree and the power oscillates wildly. Is this normal or does this have a fix?
