I'm not sure about the specifics behind the entire thing, but it also seems weird that ISPs are required to ban entirely ip ranges instead of enforcing a DNS ban, which would be similarly effective while only affecting the listed sites
LaLiga (football company) made a lawsuit against Cloudflare, apple private relay and other VPNS because they were not blocking illegal footbal streaming/piracy. The judge allowed them to require ISPs to block the needed IPs to prevent the piracy
So for example, in my case, the IPv4 assigned to my website gets blocked but I think the IPv6 doesn't. So from what I understand that's the reason why my website is working on some ISPs
